In seeking to address the most critical needs of the city, we have identified young women at risk as one of the most urgent priorities. Young women or girls at risk are identified as those that come from a background of neglect or abuse, and are at risk of dropping out of school, getting involved in dangerous sexual behavior or abuse of drugs or alcohol.
45% of all youths at risk are girls. Their expressions of crisis are different than that of boys as they tend to internalize the issue causing harm to themselves rather than acting out. Without intervention, these young women face a life on the streets, prostitution, addiction and abuse at the hands of those stronger than them. The Welfare Department of Haifa is attempting to prevent this future with a support system that consists of three “Warm Homes” and a temporary housing apartment dedicated to caring for this extremely at risk population.
