In 2010, the Flora Kindergarten Cluster was inaugurated, serving 45 children from Haifa and the north, aged 3 to 7, with moderate to severe developmental delays. It also accommodates children with Down syndrome, cerebral palsy, autism, and other complex disabilities.

The kindergarten cluster was built in the Sha’ar Ha’aliya neighborhood on a 4-dunam plot allocated by the Haifa municipality. The construction cost, approximately 7 million ILS, was contributed by the Niagu family, the Haifa municipality, the Ministry of Education, and the “Shalem” Foundation, with the support of the Haifa Foundation. Replacing the Nisau Gardens on Gepen Street, the cluster consists of 5 kindergarten classes with adjacent private yards, a large playground, a multimedia room, and a library equipped with computers and interactive video games.
It also includes 10 therapy rooms, including an occupational therapy room, a physiotherapy and sports room, a music and movement therapy room, a clinical and sensory room (multi-sensory room), where communication clinicians, occupational therapists, psychologists, social workers, physiotherapists, and therapists in drama, music, and movement work. During the inauguration ceremony, the donor, Haifa businessman and philanthropist Sami Niagu, announced that he decided to name the kindergarten after his beloved late mother, Flora Niagu. He expressed that the kindergarten symbolizes everything she represented: generosity, warmth, caring, and love for others
